HMDA Modified Loan/Application Register
Publicly released, privacy-modified records of individual mortgage applications and originations reported by covered lending institutions.

The Home Mortgage Disclosure Act "requires many financial institutions to maintain, report, and publicly disclose loan-level information about mortgages" (CFPB). The Modified Loan/Application Register is the public release of those records. It is a record of applications and lending decisions — who applied, what was asked for, and what the lender did — rather than a survey or an estimate.
Coverage#
Activity years 2022 onward, through the most recent published year. Publication runs roughly a quarter behind the year it describes: the CFPB announced availability of the 2025 data on March 31, 2026, covering approximately 4,768 filers (CFPB). The most recent year available at any moment therefore trails the present.
The modified register is a living file. FFIEC republishes it as institutions submit and resubmit, so figures for a recently published year can move.
Geography#
Records carry a census tract identifier, which is the grain Birdseye displays. County and metropolitan figures are aggregations of the same underlying records. Records without a usable tract identifier cannot be placed and are not counted; these run to a few percent of records in each year.
What the public file leaves out#
The register is deliberately redacted. The FFIEC describes it as "the public-facing set of the Loan Application Register (LAR) data in which 27 fields have been redacted for privacy reasons" (Using MLAR Data). A further six fields are coarsened rather than removed: loan amounts and property values are rounded to the midpoint of the nearest $10,000 interval, ages and debt-to-income ratios are binned, and unit counts above four are reported as ranges. Dates, addresses, loan identifiers and credit scores are absent entirely.
Who is required to report#
HMDA covers institutions above regulatory thresholds, not the whole mortgage market. Since a September 2022 court order vacated a higher figure, an institution reporting closed-end mortgages must have originated at least 25 such loans in each of the two preceding calendar years, alongside other coverage tests (CFPB). Smaller lenders fall outside the requirement, and areas served mainly by them are underrepresented.
Separately, insured banks and credit unions originating fewer than 500 closed-end loans a year qualify for a partial exemption and report a reduced set of fields. Interest rate, combined loan-to-value ratio, debt-to-income ratio and property value are among the fields they may omit; loan amount, income, action taken and occupancy are not (OCC Bulletin 2019-12). The GAO examined the effect and found "3 percent of the new HMDA data were not reported as a result of partial exemptions," with at least 91 percent of data still present in most census tracts (GAO-21-350).
